This is more often than not caused by a loose or missing tank to frame ground wire.

I had this happen when the rub strips on the tank were worn through in places and the tank occasionally made enough contact with the supports to ground the sender.

Easy enough to troubleshoot. Hook a set of jumper cables from a clean spot on the frame to a clean spot on the fuel tank pinch weld to provide a good solid temporary fuel tank ground. If the gauge starts to work then you found the problem.
