you can build and excellent motor for $1500. are you assembling it yourself? the more labor you pay the more the price goes up. kind of like brakes. you can get parts for $100 and a mechanic will charge you $200 just to put them on. you can get a great balanced bottom end for your motor online for $700 and a nice set of world heads, or good chevy heads for $500. your machine work should be around $300. now your talking 300+ horse easy. that`s assuming you assemble it though.
