There is a spring on the bottom of the column on the 67-72. The lower brg. is supposed float on the shaft & the spring pushes the shaft down to take up any play in the streering wheel. After all these years & a horrible invironment the lower brg is practically always froze to the shaft. You might be able to loosen the clamp under the spring & tap the brg up on the shaft. Otherwise the way to fix it right is to remove the column & o-haul it.
