Either POR15 or Chassis Saver would be my recommendation. I've had good luck with both on a trailer that is in the elements and driven year round in Maine where cars rust apart in 1-2 years.

With either one, prep is Important. POR15 has been getting a bad rap lately but its mostly because despite not having to remove all rust, you still need to prep the metal before hand.
