I talked to the NTSB bfore I moved mine. It was a daily driver at the time, and my wife was concerned for my son's safety. They had no stats or records that far back. So there were no lawsuits or anything. He said when GM moved the tank to outsde the framerail, they got sued unsuccessfully I think, but they moved the tanks inside the framerail the next year. He thought the inside of the cab had some merit-no rusting or stones,or bottoming out. But if it ever leaked, big mess to clean,and if someone dropped a smoke....He thought if if I got a side impact hard enough to rupture the tank, I would probably be fubarred on impact anyway...but the pasenger may not.They would get nailed in an explsion though.So in my siituation, he recommended moving the tank to be enclosed by the frame as long as it didn't bottom out.
