Thanks everyone for the offers. I just made the problem go away by getting it insured as a collectable through Hagarty and it is now emissions exempt.

I do know that emissions follow the engine and not the chassis. The other rule is that the engine must be an equal or later year than what it is going into. I did the diesel swap on my 1987 Grand Wagoneer and set it up like a 1993 engine and there were no issues. Funny thing was they never checked any numbers on the block or anything else - I just said it was a 93 and they said OK.

Inspectors here are strange though. They failed my daughter's 99 Beetle because they said someone moved the OBD2 plug. I drove from that station to another station and they passed it with no problems.
