It sounds like a sacrilege but I'd stamp the numbers in one. put it on the truck with the right clutch head screws and if you haven't already done the door posts primer and paint right over the top of it. To the point you or the inspector has to take a knife and scrape the paint off the tag where the number is stamped. That's the way mine was when I had it inspected here. Then you can put the pretty new one on later when you finish the truck.
