To the point you or the inspector has to take a knife and scrape the paint off the tag where the number is stamped. That's the way mine was when I had it inspected here. Then you can put the pretty new one on later when you finish the truck.

Not a bad idea. I have never seen one held with screws though, mine was original and it was rivets. As I remember it was an odd rivet with little lumps around it.
