If you think it is metal, test with a magnet. It's more than likely dried out thread sealant used for treaded holes that are open to the water jacket, but used on all bolts so that the head bolts torque evenly. Permatex is one brand.
If you have the belt(s) off, use a long wrench and rock the crank back and forth a couple degrees and listen for any noises.
