This tool wasn't available to the general public. Back then anyway. I'll give the answer tomorrow. I'm surprised by the answers! I figured somebody would know.
My dad is 30+ years with Chevy but has been retired over 40 years and 96 years old, he had never seen one either.

After talking to tech support at Air Lift I have found out that the kit I need is 60811. Per the measurements I gave them. Ride height of truck inside spring and inside diameter of springs.
