Supposedly it can be done in some states but you have to be very careful to follow the regulations to the letter. It's
very very very illegal in the states that don't have regulations that cover it.
The fender bottoms and door skins look repairable. The rear fender arches need to be repaired. The rockers look like they need some attention too but they don't look awful. You need to get that foam crap out of the body ASAP.
