some tension on the vapor boot is required for normal operation..
the purpose of this tension is to create adequate vapor seal which returns through the outer wall of the hose, the inner wall carries the liquid..
they do go bad, however usually fail to release when boot is relaxed
and ironically, they all almost always smell of fumes when fueling, I don't think I've ever seen one work as intended..
however the healy systems with an active vapor vacuum pump work much better..
the fuel travels in the outer wall and the vapor through the inner wall of the hose..
