try a hand pump bottle of varsol or mineral spirits, soak it, let it sit, scrape it. don't do this if the vehicle is in your attached garage or a shop with a heater. I have heard of guys using diesel as well. some kinda solvent that will soften the tar. some engine degreasers also work well. a garden sprayer will also work to spray but you need one that will withstand the petroleum product. I have had luck with superclean from castrol. available in a gallon jug. lay some plastic on the ground before you start, it catches the mist, run off and also the scrapings.
