Where are you measuring the 12 volts? Using my rule of always look at the last place I worked. I would pull the plug off of the horn relay and use a continuity tester within lead on the black lead in the plug and the other lead to a known good ground. You should not have continuity until you push the horn button. Then you you should have close to zero resistance. If this is not what is happening then I suspect that the horn button is not making the connection to ground.
