If you can get any kind of wrench or grips on them try heating them up as hot as you can with a propane torch and let them cool back down a little, then hit them with some penetrating oil. Do this two or three times then try removing them. The heating and cooling will break the rust bond in the threads. If that doesn't work or you can't get a hold of them to turn them you will just have to cut or grind them off flush, drill and tap new holes and screw the new studs in. I don't know if the new studs are long enough to put nuts on the bottom side or not.....
