The fuel pump rod slides in a hole very much like a lifter does. The hole is angled downward though, so it slides down when the fuel pump is removed. It can't fall all of the way out because of the plate. What you need to do is push it back up with your finger and, "while holding it up" against the cam, turn the engine over (by hand with a ratchet/socket) until it is as high as it will go. Then remove the bolt on the front of the block (it isn't holding anything, it just a plug) Insert a longer bolt into that hole (gently) and it will hold the rod up. After you install the pump remove the long bolt before turning the engine over. Be sure to put the short bolt back or you will have an oil leak.
