What I settled on was using a lap belt in the middle to restrain the seat initially as that is probably the best way to retain the rear facing "infant seat". As he grows, and transitions to the forward facing seat, I will continue to use the lap belt, but I'm going to have an attachment anchor welded to the bottom of the seat frame to clip the center tether belt to as most modern cars have.

Unfortunately, my truck may have a wounded motor at the moment. Its making some unpleasant noises at idle, is very difficult to start, and has a tendency to randomly die. The oil pressure at idle is showing higher than normal...so we'll see....
