A 3 speed floor shifter will need some radical custom mount brackets and linkage rod tweaking to set up. That solenoid is right in the way.
Lack of power like you suggest is sometimes not enough timing.
A low initial setting or stuck weights can result in no timing at speed.
Check your timing and distributor.
