A picture of the full bumper would help, but to me it looks to be original, but with a previous owner's early modification. There is a wealth of knowledge on here and someone will know for sure.

You certainly have the same patina on the bumper as you do on your headlight bezels.

Might have been to accommodate fog lights, brush guard, etc.
