My '70 had two holes at the rear that were about 2½" back from where the seat was bolted...same size...same spacing
I made a steel plate like you described....welded nuts on the bottom and attached it to the existing front mounting holes with flat head screws....under the carpet
It made a slight bulge but un-noticeable with the seat in.
I'm 6'2".....it made a world of difference for me
