They do look similar though.
The 72 columns don't incorporate a lock plate.

I have attempted to tap on the bottom of the sleeve and prying on the lip. I am to the point if I do it any harder I will damage the sleeve.
I will attempt to make a tool that can grab a larger area of the lip.
I did manage to get the turn signal switch out past the sleeve. I believe it was designed to have the sleeve pulled first, then the switch. Very difficult to get past the rolled edge of the sleeve without damaging the switch. However, I now have unfettered access to the lip. What should be a simple job is turning into a PITA.

It gave me some ideas for building a tool.
I am also going to tap around the base with a piece of plastic and a hammer and see if that helps.
