The felt piece goes on the opposite side of the lower window opening - the inside bottom. One thing that's curious: your rubber window sweeps appear to be two different configurations. When viewed on end, one is the T-shape, the other a triangle shape. Each of these is commonly used, but why did they send you a mismatched set? They should both be one shape or the other.
There is two of each on the outside rubbers, only one fits, the left one is too big but like you said, might fit if i bent the track,
