The felt piece goes on the opposite side of the lower window opening - the inside bottom. It can be bent to conform, but if it's still too long there is no problem in trimming it shorter with some side cutters. It can be secured with your choice of screws, glue, or rivets. It's really just an anti-rattle device so an exact fit isn't crucial.
One thing that's curious: your rubber window sweeps appear to be two different configurations. When viewed on end, one is the T-shape, the other a triangle shape. Each of these is commonly used, but why did they send you a mismatched set? They should both be one shape or the other.

There is two of each on the outside rubbers, only one fits, the left one is too big but like you said, might fit if i bent the track,
