That law was repealed a long time ago. The only counties that are enforcing it are ones that haven't been challenged or else the judges are Deecks.
http://www.iwfa.com/industry.htm You can legally install tint that allows 70% or MORE light through. Granted thats barely shading it, but you can still legally install it.
