See the plug on the front of the filter housing? Those can leak and let the gas in the bowl out. There are also two similar plugs under the bowl that can leak. GM issued a "fix" for the bowl plugs that involved a rubber piece that goes under the pair of plugs. Now usually included in rebuild kits. Not considered an effective fix.
The common fix involves JBWeld or similar. But the JBWeld stuff often breaks down after a couple of years of constant gas exposure.
