I can't speak for a part number / vacuum control correlation, but I can say at least some 1971s were installed with a three port vacuum switch, they simply capped the #3 port. They were using up old stock in other terms.

Same with batteries, for instance. The 71 was supposed to be a side post battery, but some had top posts instead.
