Is it the rust that comes off or the paint onto your hands or both? No matter how you go the oxidized paint and loose rust will need to be removed or it will still come off on a rag or your hands when you touch the surface . BLO works as does just plain old wax but use a wax that doesn't dry to a powdery white residue . Pure carnuba or beeswax are preferred. I used ceramic as it doesn’t powder

I know some dont like the shiny patina look but this was done with compound and wax no clear on it at all and it does tone down after a few weeks
