Spray them with Kroil, pbblaster or your Favorite rust-buster.

Or a 50/50 Mixture of acetone and Transmission fluid.
(By itself, transmission fluid isn’t strong enough to remove rust. However, when mixed in a 50/50 solution of acetone, it becomes a very powerful rust remover. Acetone is the secret ingredient most people aren’t aware of. If you are dealing with rust on your car, and have some used transmission fluid in your garage.)

Maybe the impact will bust them after you soak them with one of the aboved mentioned.
