Classic grounding issue.. Missing bulb has nothing to do with the problem. The other end of the ground wire (black) in the instrument cluster plug clips to the steel dash.. This is the ground for everything in the instrument panel.. You probably either forgot to connect it or inadvertently disconnected it when you did the dash work.. While you're in there, check the printed circuit "ears" where they each connect to the cluster plug.. Be sure all are in place and not broken off...

Another suggestion.. When doing any electrical work, have on hand a wiring diagram.. They're free to download here in the ELECTRICAL forum.
