OK just my 2Cents. Figure in Couple things. What's rest of truck like? And is my budget OK with buying more stuff. Your decision. Now with that said, if you have the skills and wanna splice in new piece go for it. Or, I've done this when my money was funny. Put a copper heat sink behind hole and stitch it with a mig . Then, right away while it's hot put a dolly behind it and hammer flat from the top.
Worse case scenario it's bad already and now it's worse. Good rust inhibitor on back if all comes out well. If it's a budget driver consider flat clear as it's more forgiving.
