That is the way a 67/68 headlight switch works.
My 63 Impala does the same thing.

If you do have the Later headlight switch it may be that the front harness
keeping it functioning as the 67/68 is wired to function from the factory.

The parking light are on,Then when it is pulled to the Headlight position the Headlights only work and the parking lights go out.
