JIMS70GMC is correct it's a LC (inductor-capacitor) to help filter out alternator whine and probably whine from the blower motor. Remove it, and while you're at it take out out all those crimp wire nuts as they are a source of problems. Solder the wires back together and use heat shrink tubing on your connections and you won't have any problems.
