Sand blasting itself will not cause that problem unless you do not prepair the surface for paint. In other words shoot paint strait on the metal without priming it first. I etch prim, seal prime and then sand prime the surface befor I paint it. I sand the last coat of primer befor you paint with 1000 grit wet dry to level the surface out befor I paint.
