Providing he's getting power to the starter. Check for voltage at the starter and check the battery ground. While your at it check the battery voltage. If a battery gets too low it still won't jump. (Yes even though it's a new one someone could of left something on or did he have a charging problem seeing as you saidthe battery and alternator are new?)
