Sounds like the CPA (choke pulloff assembly) has gone bad or is out of adjustment. Depending on the year model it could have one or two CPA's. They would be located on the passenger side of the carb. Quick way to check them is to have the engine running and pull the vacuum line off and see if the arms on the CPA extend if not it/they are old and defective. If they extend when the vacuum hose is removed then they are probably out of adjustment. Some CPA's are adjusted with an allen wrench others simply bend the linkage.
