I cut a 55 truck axle (2 ton ) for an equipment trailer to haul a small dozer around and also the axles in both of my race cars. Get an exact center and remove the amount needed equally. You need to narrow it 8 inches. After cutting at the located centerline remove 4 from each side. Grind each side to a tapered section and use 1 inch piece of flat bar that fits in each groove front and back. Then start laying one fillet weld at a time. Make sure you have a welder that has the heat range / rating needed. Translation bigger is better. I actually used an arco industrial mig welder.
There is also a article that shows how to cut down a c30 heavy duty axle for a one tone on the stovebolt web site. It shows several pictures and how to put everything in the jig. Pretty nice article.
