I had a similar issue with my lights, and the windshield wipers.
It was a beat 66 C10 I got for practically nothing to do a quick flip because I had running gear.
Turned out the motor was partially grounded, and the sudden surge current would cause a slight flicker in the light. Or atleast that is what I was told by the guy who I took it to.
Along with the wiring being a bit hacked, and he fixed it all for me.
So you may have a bad blinker module or wires are crossed somewhere in the circuit. My current stepside had a "expert" work on it before. Luckily everything works fine so far after I cleaned up the mess a bit.
