You do if you are going to mount the tank flanges against the frame (I would recommend this). Some of the videos I have seen of people putting in tanks show them spacing the tank down and cutting the frame to clear the filler (I would NOT do this). yeah i would love to see that and also i have seen some people cut the cross stills and some not cut them so that is what is confusing me on the tank install
