Just to ad to it the vac line that is fed from the engine bay via a small line that enters the firewall just to the right of the heater box. It then travels into the interior to the controls that you use to select MAX AC, Defrost etc..

The vacuum then exits the controller and goes to the individual actuators. There is one that controls the defroster, the other the floor/vents, MAX AC is actually two actuators. There is the vent one at the RH floor area and the second is under the cowl.

If you can't get flow to the floor or the vent it's the actuator or the vacuum selector. It could also be that the blend door is not moving correctly as well.
