Do a sanity check with an infrared thermometer pointed at the thermal sensor in the head and the water pump and then check the radiator where the water is going into it.
If the thermometer matches the gauge then check what the difference is between the water pump and where the top hose goes into the radiator. This should tell you if the thermostat is sticking slightly.
