Anything comparable to Photo shop that costs less?

I'm looking for a program that's less expensive for my daughter who is about to turn 13. She's very good with a computer and when we went to her High School orientation recently they said they use alot of illustration and photo software. We want to get her something soon so she can get familiar with photo editing on a decent level. Plus I figure I could play with paint schemes and wheel combos too Any help is appreciated.
