What is the best way to adjust hydraulic lifters?

Warm engine. Remove valve covers. Adjust while idling. Back off until you hear slight clacking. Tighten until clacking just quits and go 1/2 turn more.

I failed to mention that this is a rebuild with all new parts including lifters,pushrods,and rockers.

No worries; all of the methods I listed still work...and as noted, you really don't want to adjust them running.
