When I put the fuel cell in my 75, I can just cap the RETURN portion on the tank, right? Also, I can remove my Charcoal Canister, because the fuel cell has a pressure relief valve built-in, right?

The purpose of the return line is to help prevent vapor lock by circulating fuel back to the tank.
I would say you would be okay blocking the line at the tank but if you suddenly have a bad case of vapor lock you will want to hook it back up.

I do believe I don't have a return line right now, because where would it come from? The fuel pump doesn't have a return line going off of it..

If you have a two line pump then you don't have a return setup.......like you said.
Just cap it well at the tank then and good luck.

With a stock"ish" manual fuel pump, you shouldnt need a return. The return is to let excess fuel back to the tank, like in the case of an electric pump, so it doesnt burn itself up.
