rims
will 16.5" fit on a 16" rim instead or would a 17" rim be better

Neither wheel will work . 16.5's use a 16.5 rim. Anything else will probably get you hurt.

like frank said dont mount a 16.5 tire on any thing other then a 16.5 rim your asking for trouble
