V2500 4x4 front spring question

I have a V2500 4wd truck that was used for plowing. Without the plow the front springs are arced upwards and there is only 1 1/8" clearance between the bumpers and stops. Do I need new leaf springs? Note: The bumper mounts are slightly bent so the bumber has made contact in the past. I do not plow with the truck but as I am rebuilding the front end I figure if this is not normal I will replace the springs if needed.
