I need more power :)

okay I have a general idea about doing this but i thought i would ask, i have a 1987 gmc with the factory tbi and I want to get more power out of it but still be legal (if thats even possible)

As far as I know, since i'm not sure, I have the non vortec heads and I've been told to swap those out for vortecs. how much power would I gain? how difficult is that to do? do i need any special tools? I want to be able to do it in my garage and use refurbished parts i suppose. unless ya'll say otherwise

I would like to get 50 or more ponies out of it but still keep it looking stock under the hood to appease the inspectors....
