Anyone familiar with C-Notches?

I purchased these C-notches from Porterbuilt with hopes of replacing the coils with bags. As I was installing everything I noticed the bottom c-notch bracket only had one hole where the bags would be screwed on. PB installs on this site and their company website have 3 holes (1 large for air fittings & 2 smaller for screws) and a larger metal base to fit the bag completely. My brackets do not have either adaptations, and seems to be set up for a coil spring.

My question: Is this the correct bracket for a bag setup and this notch is just PB new design or is this the wrong set of brackets completely.
