help with lineloc

I installed a Jegs lineloc on my 70 1/2 ton 2wd which has stock power drum brakes. The truck has all new brakes and stops very well but the lineloc won't hold the truck well enough to do a decent burnout. I'd like to think it is because it hooks up so well w/ the 315/60R15's , posi w/ 3:54 and 700r-4 but I'm sure it has to do with brakes. I'm suspect of the porportioning valve but I don't know anything about them or how they work. I didn't replace the mastercylinder when I rebuilt the truck if that is a clue. Any ideas??????
