Re: front license plate ?
I have a new aftermarket bumper with the round holes you mention. Nothing elaborate for fasteners—just stainless truss head 1/4-20 bolts with flat washers and nylock nuts behind the bumper. My vintage plate likes to warp/curl if I mount it alone, so I slid an aluminum backer behind it to straighten it out.

Re: front license plate ?
I like to use this type of bolt for license plates. They are often called "Joint Connector Bolts". Low profile, large flat head and the hex drive looks nice and deters theft.
