What are those black marks on BOTH SIDES the wheel?..... cracks or just paint fade?

It won't cost more than $10 to ship a steering wheel a few hundred miles to KS, using USPS. On the other hand, FedEx & UPS are ripoff artists, and would probably charge $30+... Good Luck with your sale sir. |
