Engine noise reducer
Did gm put put on well not sure what its called but its some kind of deadner that is attached to the underside of the hood to reduce engine noise.

Kind of....
there are some thick rubber insulators that go between the hood braces and the hood skin. They are reproduced and readily available from wherever you get your 67-72 poison from. No insulating blanket like late models used though.
